The traditional environmental movement has failed to halt the destruction of the environment. Over the past 15 years, air pollution has been reduced modestly but the air in most cities is still unhealthful; acid rain is still increasing; most importantly, the earth is warming up because of carbon dioxide pollution and the earth's protective ozone layer is being progressively thinned, with potentially catastrophic consequences.

In water pollution, the story is the same or worse. A recent survey of 400 sites showed little or no improvement, 1974-1981, in traditional measures of water quality (bacteria, dissolved oxygen, nitrate, phosphorus, and suspended sediments). In the same survey, dangerous toxic pollutants--nitrate, arsenic, and cadmium--increased substantially during the period. A study of the quality of America's lakes, 1972- 1982, shows 2.4% improved; 10.1% got worse; 62% remained unchanged (with no data available on the remainder). The contamination of groundwater is widespread and increasing. It seems clear that the traditional environmental movement has generally failed in its goals.

These arguments are put forth by Dr. Barry Commoner in a major new analysis published in the NEW YORKER magazine (June 15, 1987, pgs. 46-71.)

There have been a few notable environmental successes since 1970: lead contamination of air and water has diminished dramatically, as has the lead measurable in humans. DDT and PCB contamination of fish and people has likewise declined markedly. Toxic mercury in Great Lakes fish has declined substantially. The strontium-90 content of milk has been cut by a factor of 10.

Dr. Commoner examines these few successes against the general failure to improve environmental quality, and he draws an important conclusion: the failures occur when people settle for the addition of control devices to polluting technologies. On the other hand, successes occur when people force changes in the production processes that create pollution: lead has been nearly banned from gasoline; PCBs have been outlawed; the production of strontium-90 by atmospheric nuclear testing has been forbidden; the use of mercury-intensive technologies for paper-making has been outlawed; DDT has been banned. "In sum," says Commoner, "there is a consistent explanation for the few instances of environmental success: they occur only when the relevant technologies of production are changed to eliminate the pollutant. If no such change is made, pollution continues unabated or, at least--if a control device is used--is only slightly reduced."

Having made this important point, Dr. Commoner goes on to describe the nation's major environmental ills, tracing their origins to production processes that are financially profitable by ecologically destructive: a transportation system reliant on highways instead of rails; a power system reliant on nuclear and combustible fuels, instead of on renewable sources of energy; an agricultural system based on synthetic fertilizers and chemical pesticides instead of on organic farming techniques and integrated pest management. Commoner argues, "If one takes a... fundamental approach to the problem of environmental quality by recognizing that it is inherently linked to the technology of production, one can find ways of improving both the economy and the environment."

Dr. Commoner singles out the petrochemical industry for special discussion: "Unlike the steel, auto and electric power industries, the petrochemical industry --on its present scale at least--is not essential. Nearly all its products are substitutes for perfectly serviceable preexisting ones: plastics for paper, wood and metals; detergents for soap; nitrogen fertilizer for soil, organic matter, and nitrogen-fixing crops (the natural sources of nitrogen); pesticides for the insects' natural predators. Apart from relatively few items that cannot be produced in any other way--such as pharmaceutical drugs, videotape, and the plastic artificial heart--petrochemical products could be replaced by less hazardous ones. Thus the petrochemical industry is unique: not only its wastes but its very products degrade the environment; its hazards are largely immune to either prevention or control; and most of its products are replaceable. The petrochemical industry is inherently inimical to environmental quality. The only effective way to limit its dangerous impact on the environment is to limit the industry itself."

Having established that changes in production technology are essential for environmental improvement, Dr. Commoner then argues at length that production technologies only change in accord with environmental values when they are opened up to social control, to control by legislative bodies or other groups answerable to the public. Strictly private decisions about production technologies have led us down the road to environmental disaster. But strictly-private decisions about production technologies are as American as apple pie, so challenging them is difficult.

Because traditional environmental groups do not want to grapple with these difficult political issues, they shy away from fundamental solutions to environmental problems. As a result of this failure, a new grass roots environmental movement has grown up. Commoner points to Lois Gibbs as the leader of this movement. "For such groups," says Commoner, "the front line of the battle against chemical pollution is not in Washington, it is in their own communities. For them, the issues are clear-cut and are not readily compromised... the corporations are on one side and the people of the community on the other, challenging the corporation's exclusive power to make decisions that threaten the community's health." As Commoner says, "The national organizations deal with the environmental disease by negotiating about the kind of Band-Aid to apply to it. The community groups deal with the disease by trying to prevent it."

Commoner then argues that the grass roots fight to share decision-making power with the polluting corporations is part of a much larger fight for the quality of life in America: "Social guidance of technological decisions is vital not only for environmental quality but for nearly everything else that determines how people live: employment; working conditions; the cost of transportation, energy, food and other necessities of life; and economic growth. And so there is an unbreakable link between the environmental issue and all the other troublesome political issues."

Commoner ends by suggesting that all the major issue-oriented political movements since world war II--for civil rights; against nuclear-weapons testing; for women's rights; for gay and lesbian rights; against the war in Vietnam; against nuclear power and for solar energy; and for world peace--all these movements, added to the much older labor movement, "constitute not only the major aspects of public policy but its most profound expression: human rights; the quality of life; health; jobs; peace; survival." What can unite these movements? "Here environmentalism reaches a common ground with all the other movements, for each of them also bears a fundamental relation to the choice of production technologies."

Drinking water regulations for eight toxic chemicals were announced by the U.S. Environmental Protection Agency (EPA) in the FEDERAL REGISTER July 8 (pgs. 25690-25717). EPA established the standards as required by the federal Safe Drinking Water Act. The eight chemicals, and the new standards appear in Table 1, below. In the same Table, we present data from the EPA's FEDERAL REGISTER notice, showing how many Americans the EPA would expect to die each year from water pollution from five of these eight chemicals if we all drank water all our lives contaminated at the allowed level.* The five chemicals are carcinogens. Thus the EPA says it expects that, if all our water supplies were to become as contaminated as is allowed under the new EPA regulations, these five chemicals would kill nearly as many people each year as automobiles now kill. One key difference would be that the pollution deaths would be lingering cancer deaths, not abrupt accidents. Another difference is that these deaths will have been sanctioned by the state without "due process" for the victims.

*Method of calculation: In the FEDERAL REGISTER notice (Table 2, pg. 25700), EPA presents the chemical concentration in drinking water that they estimate would cause one cancer in 100,000 people drinking water contaminated at that level for a lifetime. For each chemical, we simply divided that number into the announced standard, then multiplied the result by the current size of the U.S. population (233 million people) divided by 100,000. For example, EPA's Table 2 says vinyl chloride at 0.00015 mg/l (0.15 ppb) will cause one death in 100,000 lifetime water drinkers. The established standard for vinyl chloride is 0.002 mg/l (2 ppb). Dividing 0.002 by 0.00015 yields 13.3; this is the number of people expected to be killed among each group of 100,000 water consumers if the water contains 0.002 mg/l (2 ppb) vinyl chloride. How many groups of 100,000 water consumers are there in the U.S. (which has a population of 233 million)? 

Answer: 233,000,000/100,000 = 2330. Multiplying 2330 x 13.3 yields 30,989 expected deaths each year.

The federal EPA (Environmental Protection Agency) has published a list of the 100 toxic chemicals presenting the most significant threats to human health at superfund sites; in the next 6 months, the Agency for Toxic Substances and Disease Registry (within the federal Department of Health and Human Services) will write 25 reports on the hazards of the worst 25 of the 100 chemicals. The other 75 will be covered in reports later. Included in each report will be a section describing which industries make and use the chemical. If the agency does a good job on these reports, citizens will be able to learn where all these superfund chemicals came from to begin with. Citizens could then focus attention on those industries, to force reduction in the use of toxics.

The agency drew up the list because it was required by section 110 of SARA, the Superfund Amendments and Reauthorization Act. According to EPA, the 25 worst chemicals, in arbitrary order, are: benzo(a)pyrene, dibenzo(a)(h)anthracene, cyanide, the pesticides dieldrin/aldrin, chloroform, benzene, vinyl chloride, methylene chloride, the pesticides heptachlor/heptachlor epoxide, trichloroethylene, N- nitrosodiphenylamine, 1,4-dichlorobenzene, bis(2-ethylhexyl)phthalate, tetrachloroethylene, benzo(b)fluoranthene, chrysene, p-dioxin, lead, nickel, arsenic, beryllium, cadmium, chromium, and certain PCBs (1260, 54, 48, 42, 32, 21, 1016).

The list appeared in the FEDERAL REGISTER April 17, 1987, pgs. 12866-12874. [Note that in printing the list, EPA or the FEDERAL REGISTER misspelled trichloroethylene and tetrachloroethylene, omitting the "yl" from each name; however, they printed the Chemical Abstract Services number for each chemical, so we could confirm that the names were misspelled. We have corrected the misspellings in our list above.]

The average household contains roughly 80 to 100 hazardous household products. They contribute to indoor air pollution, and, when thrown into the local landfill, they contaminate local groundwater and the general environment. Now a "Household Hazardous Waste Wheel" tells you how to dispose safely of seven classes of paint products, 11 classes of pesticides, five kinds of automotive products, and 13 kinds of household products (e.g., oven cleaner, disinfectants, floor and furniture polishes).

Where safe substitutes exist, the Wheel reveals them; where safe disposal means are known, the Wheel tells you about them. The Wheel lists hazardous ingredients, lists toxic effects, and makes us think about why we need (or don't need) all those dubious products that a corporate TV ad campaign convinced us all to buy.

The NJ Department of Environmental Protection (DEP) has proposed regulations that would ban the sale of striped bass in the state because of high levels of polychlorinated biphenyls (PCBs) and dioxin. Recent studies have shown that more than half the striped bass caught in the region have PCB levels above the Food and Drug Administration's (FDA) recommended level of 2 parts per million. Recreational fishing would not be affected by the ban, but the advisory to limit eating stripers, American eels, catfish, white perch and bluefish, in effect since 1983, would remain.

When municipal garbage goes into a "mass burn" incinerator, one of the products that goes out the smokestack (or is trapped by a filter and ends up in an ash landfill) is the family of chemicals called dioxins. No one disputes that dioxins are produced by mass burn incineration, but scientists disagree on where the dioxins come from.

Just a few years ago, many scientists were saying that the dioxins was produced by low-temperature combustion (less than, say, 1400 degrees Fahrenheit). They advocated that incinerators should be designed to burn hotter to "burn up" the dioxins or perhaps not ever create the dioxins at all. Others scientists were saying that dioxins was produced by the burning of pvc plastic and if we would just keep the pvc out of the waste stream, all would be well.

Dr. Barry Commoner had a different idea. He thought that dioxins was being created inside the smokestack itself, after the smoke left the combustion chamber of the incinerator. If he was right, running the firebox hotter wouldn't prevent the formation of dioxins. He did some experiments, wrote up his results, and then began advocating his ideas. He's a persuasive speaker and a tough opponent in a debate. His effective arguments angered his opponents and they began to call him a charlatan and a "pseudo-scientist."

Recently, new research has confirmed Dr. Commoner's original ideas. In the JOURNAL OF CHROMATOGRAPHY, Vol. 389 (1987), pgs. 127-137 and in SCIENCE Vol. 237 (August 14, 1987), pgs. 754- 756, Canadian scientists report that they have found a major mechanism for creating dioxins in waste combustion: the fly ash (the particles that make up the smoke in the smokestack) acts as a catalyst (a chemical promoter) and causes the formation of dioxins. They reported experiments in which they created dioxins with chlorine-containing wastes but they also reported creation of dioxins from non-chlorinated compounds. SCIENCE NEWS (Aug. 22, 1987, pgs. 118-119) quoted one of these researchers saying, "We found that [fly ash] is indeed a very strong catalyst which causes dioxins to form from almost anything." They are now hard at work trying to manipulate the composition of garbage to minimize the production of certain types of fly ash catalysts, especially those containing metals. Pigments in printing inks, for example, contain metals that may produce fly ash that produces dioxins. They think that getting the metal out of garbage might substantially reduce dioxin production.

Still other recent research throws additional light on the "dioxin from mass burn" problem. Experiments at an incinerator in Pittsfield, Massachusetts were aimed at discovering relationships between combustion conditions, garbage constituents, and dioxin production. The report, RESULTS OF THE COMBUSTION AND EMISSIONS RESEARCH PROJECT AT THE VICON INCINERATOR FACILITY IN PITTSFIELD, MASSACHUSETTS appeared in June, 1987. Some of its more interesting conclusions were:
** There is no evidence that the amount of PVC plastic in the garbage affects the amount of dioxin produced (pg. 10-4); 
** Wet garbage produces more dioxins than drier garbage (pg. 10-4); 
** There is no consistent relationship between the amount of dioxin in the raw garbage and the amount of dioxin in the smoke stack gases (pg. 10-5); 
** There is a relationship between the amount of carbon monoxide in the smokestack gas and the amount of dioxin (pgs. 10-1, 10-5); "However," the report says, "one must be cautioned that the specific relationships between operating temperature, carbon monoxide levels, and levels of [dioxins] found during this study cannot necessarily be generalized to other incinerators, particularly of a different design." 
** The location of measuring devices in the incinerator affects how much dioxin is found (pg. 10-1).
What can we conclude from all this? 

Authors of the Pittsfield study say future research should focus on the effects of facility design and operation (especially carbon monoxide levels, operating temperature, and air pollution control systems) on the production of dioxins, instead of focusing on characteristics of the garbage.

On the other hand, the Canadian researchers believe that manipulating the contents of the garbage is the key to discouraging dioxin production.

From the citizen's perspective, faced with a machine that will be in operation for 20 to 30 years, during which time the chemical contents of American garbage are likely to change dramatically (if the last 20 or 30 years are any indication), trying to manipulate the contents of the garbage seems complicated, untrustworthy and doomed to fail. No government authority will ever be able to control the contents of the stream of garbage entering a mass burn incinerator.

On the other hand, trying to find and maintain the exact operating conditions that minimize dioxin formation (a narrow range of temperatures, for example, and 100 ppm of carbon monoxide in the stack) seems equally hopeless. Garbage incinerators are not going to be run under laboratory conditions by chemists. They're going to be run by garbage companies who have demonstrated time and time again that they'll cut any corner necessary to make a buck. The garbage industry, including the incineration industry, is dominated by organized crime or by people who competed with organized crime and won out. These are not the kind of people to whom you want to entrust an enormous, complex and dangerous machine, the careful operation of which will dramatically affect public health and safety.

In any case, knowing what minimizes dioxin production under controlled conditions cannot ease the public's fear that mass burn will pollute the air. The fly ash researchers writing in Science noted that "more than 600 organic compounds" have been identified on incinerator fly ash. That's 600 more than the public wants to breathe or dump into the local landfill. Dioxin is simply No. 601 on the public's list of unwanted pollutants from mass burn.

Officials of Chemical Waste Management, Inc., are "either grossly negligent... or they don't know what's going on [in their own company]," says Buddy Cox, chief of the hazardous waste branch of the Alabama Department of Environmental Management (ADEM). Chemical Waste Management (ChemWaste), a subsidiary of Waste Management, Inc., runs America's largest chemical waste dump, at Emelle, in Sumter County, Alabama.

According to the Birmingham News (Sept. 27, 1987, pg. 1), Mr. Cox is asking himself, "If ChemWaste officials in Baton Rouge could so badly mishandle one of the most toxic of all chemicals [dioxin], then how much confidence should the public place in the company's other operations, including Emelle?"

This story begins in 1972 when surplus herbicide was shipped from Kelly Air Force Base in Texas to a federal surplus property outlet in Baton Rouge, LA. From there, it was sold to Louisiana hospitals, schools, and other public facilities.

A teacher at Capitol High School in Baton Rouge noticed that plants in the school's greenhouse were deformed with elongated leaves--a sign of exposure to 2,4,5-T, a weed-killer typically contam-inated with dioxin. According to H.F. Calhoun, director of pesticide and environmental programs for the Louisiana Department of Agriculture and Forestry (LDAF), samples from a ruptured barrel of herbicide outside the greenhouse revealed 2,4,5-T, including "levels of dioxin that we would have expected of military-vintage 2,4,5-T at that time." The herbicide 2,4,5-T was widely used to defoliate jungles in Vietnam; thousands of American GIs are now suing the U.S. government and several chemical companies for exposing them to the hazardous, dioxin-containing herbicide. Because of the dioxin risk, all use of 2,4,5-T was banned in the U.S. in 1986.

During 1983, Mr. Calhoun's department traced and recalled 14 additional barrels of 2,4,5-T that had originated with that shipment from Kelly Air Force Base back in 1972. Not knowing what else to do with the dangerous wastes, LDAF asked their manufacturer to take them back. The manufacturer hired Chemical Waste Management, Inc. (ChemWaste) to take the drums away. Chemwaste hauled them away alright, but not to a proper waste disposal facility. Instead Chemwaste rented a mini-warehouse--a rental storage space intended for consumers to store household articles. A typical cubicle in David Min-U-Storage, where Chemwaste stashed the herbicide, rents for $35 per month. Mr. Calhoun's records of the event include phone message slips, one of which reveals that ChemWaste officials told the manufacturer of the herbicide that they had found "secure storage" for the dangerous chemicals.

According to an official of LDAF, when ChemWaste arrived September 23, 1985 to pick up the chemicals, he asked them for a manifest. A manifest is an official paper that declares where hazardous wastes are being taken. The officials says he was told by ChemWaste that no manifest was needed--a statement the official now recognizes was false.

Chemwaste hauled the 14 drums of poison to their rented consumer cubicle, where it remained for two years. Storing chemicals in such a place is a violation of federal law and state law, and it also violated the rental contract on the space, which prohibited storage of chemicals and other "inherently dangerous materials."

As luck would have it, thieves or vandals broke into several of David Min-U-Storage's rental spaces, one of them ChemWaste's, and the jig was up. Manager of the rental spaces, Kerrie Lemieux, told reporters she entered ChemWaste's cubicle and smelled a "weird" odor. She saw all the drums, called ChemWaste and asked if the chemicals were toxic and, she says, "They told me no." Naturally, a flap ensued.

ChemWaste then shipped the wastes from the security of David Min-U-Storage in Louisiana to their landfill at Emelle, Alabama, where the wastes presently reside. Chemwaste's Emelle site is not authorized to store or dispose of dioxin wastes, so acceptance of the waste at the Emelle site was a further violation of federal law. The Alabama Department of Environmental Management (ADEM) has ordered ChemWaste to remove the wastes from the Emelle site and to pay a $20,000 fine. ADEM is also holding up issuance of a permanent license for the Emelle site, which has been operating under a temporary license since 1980. According to the Birmingham News, the U.S. Environmental Protection Agency has ruled that Chem-waste violated its federal permit when it accepted dioxin-contaminated herbicides at Emelle; however, EPA has imposed no penalty on the company. EPA has a long, consistent record of ignoring this particular company's infractions of the law, and of fining the company amounts that are less than the profits the company has earned by breaking the law. One whistle-blowing EPA official has been widely quoted saying that it looks to him as if the EPA is a wholly-owned subsidiary of Waste Management, Inc.

ChemWaste has fired the man chiefly responsible for arranging the storage of hazardous chemicals in a flimsy public storage cubicle. They have brought charges him, claiming he was acting as an individual and not on behalf of Chemwaste the corporation. However, Mr. Calhoun's telephone slips dating back to September, 1985, show that at least three separate Chemwaste officials negotiated with Louisiana Department of Agriculture over removal of the wastes and that Chemwaste, the corporation, not an individual, rented the cubicle at David Min-U-Storage. And by the time the federal permit at Emelle was violated by acceptance of the dioxin-contaminated wastes, the ousted Chemwaste official was long gone.

It looks as if Chemwaste is up to its old high jinx once again. It also looks as if the U.S. EPA is winking at the continued violation of the permit at Emelle, proving once again that where this particular company and this particular federal agency are concerned, crime pays.

Incinerator problems in Philadelphia foreshadow the future for hundreds of communities across America. The NEW YORK TIMES reported November 15 (pg. 1) that 210 municipal solid waste incinerators are under construction now around the country, with many more to be built in the coming decade. And, said the TIMES, 25 states have petitioned the U.S. EPA (Environmental Protection Agency) to have incinerator ash officially declared "non-hazardous" so it can be dumped in municipal landfills and not handled (expensively) as legally-hazardous waste. How the ash is handled--cheaply or expensively--could well determine the viability of municipal incinerator technology. Philadelphia is facing the ash problem squarely now.

Philadelphia has been burning 40% of its trash in two large incinerators since the late-1970s. Initially, the ash was dumped across the Delaware river in the Kinsley landfill in New Jersey. Then New Jersey got smarter about landfill problems and closed Kinsley to Philadelphia's ash in late 1984. Philadelphia sued NJ but lost.

Philadelphia had to--and still has to--find a permanent solution to its ash problem or close down its incinerators. Pennsylvania landfills take some of the ash, but as citizens learn about the toxicity of incinerator ash and about the certainty that landfills will all eventually leak, local fights develop and one dump after another closes its gates to Philadelphia's ash.

In December, 1986, Philadelphia's mayor, Wilson Goode, announced a new plan: a contract had been signed with a Pennsylvania firm, Bulkhandling, to barge a million tons of Philadelphia's ash to the city of Changuinola in the Province of Bocas del Toro in the country of Panama in Central America where it would be mixed with sand and lime to build a highway 30 feet wide, three feet thick, and several hundred miles long. The first year's shipment would be 250,000 tons. Environmentalists raised their eyebrows at this plan but only one group did anything about it: Greenpeace.

Greenpeace collected reports from the federal EPA showing that Philadelphia's ash contains hazardous levels of lead, cadmium, benzene and dioxin. It fed these reports to the Panamanian government through its embassy in Washington. The U.S. Agency for International Development (USAID) in January, 1987, began asking U.S. EPA in Washington whether the rumors were true, that the ash was toxic. EPA in Washington relied on data from EPA Region III in Philadelphia and sent back word, "No problem." But rumors and questions persisted in Panama; in May, 1987, as Greenpeace and friends fanned the flames of doubt, the U.S. Ambassador in Panama wired the U.S. State Department in Washington citing the chilling effect it would have on international relations if Uncle Sam shipped dioxin-laced ash to foreign friends.

Throughout the summer, Panama's interest in the proposal quickened. Then on September 8, one week before the first shipment of ash was scheduled to leave Philadelphia by barge, two Greenpeace activists, Kenn Hollis and Richard Harvey, scaled City Hall in downtown Philadelphia at 2:30 in the morning and hung a huge banner to greet workers as they streamed into center city after sunrise; it said in English, "Don't Export Toxic Ash to Panama," and in Spanish, "Don't Poison Panama." The two were arrested. 

Simultaneously, Greenpeace provided Panamanian journalists with news that the ash shipment was imminent--something no one in Panama knew. The resulting news stories in Panama raised an immediate outcry. Two days later, Dr. Augustin Luna, a spokesperson for the Panamanian Ministry of Health, told United Press International, "We have given orders to our defense forces that this trash cannot enter the territorial waters of Panama." "Panama won't accept it for the same reason six states in the United States won't accept it," he said.

Now EPA in Washington swung into high gear. A week later, internal documents show, half a dozen branches of EPA hurriedly gathered data on Philadelphia's ash. EPA's Inspector General--the highest investigative authority within the agency--put together a summary report dated October 5, 1987, which said, "Our contacts with [U.S. government] experts confirm that the [Panamanian road-building] project will very likely create serious environmental and human health damage."

The Inspector General's report makes many important points, among them:

** The Pennsylvania firm, Bulkhandling, in concert with a Norwegian shipping firm, has contracted with the Panamanian city, Changuinola, to ship up to 660,000 tons of ash per year for 10 years, for a total of 6.6 million tons of ash. This is more than Philadelphia can produce, so there must be plans for other (undisclosed) cities to ship their ash to Panama.

** Philadelphia's ash is "considerably more toxic than previously publicized" by the regional EPA office in Philadelphia. Region III EPA (in Philadelphia) had suppressed studies of the ash showing its true toxicity. 

The EPA Inspector General describes in detail the evidence available to Region III, which was never reported to Washington, and concludes, "It is clear from the above results that the actual levels of 2,3,7,8- TCDD [dioxin], as well as the overall dioxin toxicity of the ash, are significantly greater than previously publicized by Region III." The report makes clear that the regional EPA office, like the city of Philadelphia, had contrived to prevent the Panamanians from understanding what they were getting into.

** Although the ash may not meet the legal definition of hazardous waste, it can nevertheless damage the environment: "And the presence of heavy metals and toxic chemicals, despite being generally below hazardous waste thresholds, nevertheless may cause serious damage if released into the environment," says the Inspector General's report, citing 1800 pounds of arsenic, 4300 pounds of cadmium, and 435,000 pounds of lead in the first year's shipment of 250,000 tons of ash. This is an important admission by a high EPA official and incinerator fighters should note it and quote it.

Not surprisingly, the Panama caper came home to roost in Philadelphia. Local people, who have been complaining about the city's incinerators for nearly a decade, came out fighting: "If it's bad for Panama, what about the people up here?" asked Bill Schwartz, president of the Germany Hill Civic Association. It was not lost on local people that the EPA Inspector General's report revealed the ash contained more dioxin than the soil at Times Beach, Missouri, where the whole town was evacuated in 1983, and that regional EPA officials in Philadelphia had misrepresented the situation. Philadelphia in mid-October had 280,000 tons of ash stored, awaiting final disposal. The city is not close to finding a solution; indeed, there is none in sight.

Are there valid reasons for people to be worried about air pollution from garbage incinerators?

The incineration of garbage (often called "mass burn," "resource recovery" or "waste-to-energy") seems to produce the family of toxic chemicals known as dioxins. The dioxins are partly released from the smoke stack of the incinerator, and they are partly retained in the ash, which is eventually sent to a landfill. No one seems to dispute that burning garbage produces dioxins. People argue about the amount of dioxins produced, and they argue about which particular components of garbage cause the production of dioxins. But no one seems to argue that you can burn garbage without producing dioxins.

Given that mass burn produces dioxins, whenever someone proposes a mass burn incinerator for garbage, we need to ask ourselves whether dioxins are really dangerous to humans. No one seems to doubt that dioxins are harmful to animals. The only unsettled question seems to be whether dioxins are harmful to humans.

Writing in the JOURNAL OF THE AMERICAN MEDICAL ASSOCIATION April 18, 1986 (pgs. 2031-2038) a team of doctors and scientists reported on their study of 154 humans who had been exposed to dioxins during a two-year period (and their study of a control group of 155 people who had not been exposed to dioxins). The exposed group had lived for several years in a trailer park where dioxins had been mixed with waste oil and sprayed on roads to suppress dust.

The doctors reported no differences in the medical histories of the exposed and non-exposed groups; physical exams show-ed no differences; studies of blood and urine chemistry showed no differences; neurologic tests showed no differences. Yet the doctors reported that protective cells in the immune systems of the dioxin-exposed humans were reduced in number or impaired, not operating at peak levels, compared to the immune systems of the unexposed control group. The results were expressed in terms of impaired liver function, and in terms of impaired T-cell characteristics. It is the immune system in humans that fights off disease, so an impaired immune system would expose a person to risk of disease from non- dioxin-related causes.

* * * The California Air Resources Board (the state agency concerned with air pollution) in 1986 asked a Scientific Review Panel on Toxic Air Contaminants to look at available evidence on dioxins. Dr. Emil M. Mrak, Chancellor Emeritus of the University of California at Davis, on May 23, 1986, submitted the findings of the Scientific Review Panel, which he chaired. The report says, in part, "Dioxins are potent toxins and are known carcinogens and/or promoters of carcinogenesis in animals. Dioxins... are potential carcinogens or promoters of carcinogenesis in humans. The current and planned waste-to-energy facilities in California will provide a high potential for emissions of dioxins into air in the state. An exposure level [at] which no significant health effects will occur cannot be identified. For these reasons, we agree that dioxins should be listed by the ARB [Air Resources Board] as toxic air contaminants with no determined threshold below which adverse health effects will not occur."

The report goes on to say, "Dioxins and dibenzofurans are stable, lipophilic [fat-soluble] compounds that may be expected to accumulate up the food chain. Thus, airborne dioxins emitted during combustion may contribute to dioxin intake by humans not only via inhalation but by other routes such as ingestion of food. Assessment of dioxin intake only via inhalation may thus underestimate total intake.

"Given that tissue levels of these compounds [in humans] are measurable, we expect measurable levels in air, and we feel that the expense involved in obtaining baseline data [on dioxins in air] is small compared to the potential risk. Monitoring of ambient dioxin levels should be commenced before any waste-to-energy facilities go on line....

"Since there is good evidence that dioxins can enhance the action of other carcinogens, the potential for the harmful interaction of dioxins with other environmental toxins could be important and must not be forgotten or underestimated when considering research reports on the actions of dioxins alone."
